The State of Maryland and Federal IRS paper tax forms are no longer available at BCPL locations. Maryland and Federal income tax forms can be downloaded and printed using branch computers. Reproducible Federal income tax forms for the current tax year are available in the branches. The forms can be photocopied.

Resources Available at Baltimore County Public Library

The State of Maryland no longer distributes paper tax forms through libraries. Federal IRS paper tax forms are also no longer available at BCPL locations. Maryland and federal income tax forms can be downloaded and printed using branch computers.

Face-to-Face Tax Help in Baltimore
If you need to resolve a tax problem, have questions about how the tax law applies to your individual tax return, or you're more comfortable talking with someone in person, visit the IRS Taxpayer Assistance Center in downtown Baltimore, Monday - Friday, 8:30 a.m. - 4:30 p.m. No appointment is necessary - just walk in. If you prefer, you may call 410-962-7969 to learn about available and alternate services, and to reschedule appointments with IRS personnel. If you have an ongoing, complex tax account problem or a special need, such as a disability, an appointment may be requested. All other issues will be handled without an appointment. Multilingual assistance is available in every office.

Baltimore County Department of Aging Tax Aide Counseling
From February 1 through April 15, low and middle-income taxpayers age 60 or older are given free assistance with basic Federal and Maryland personal income tax forms as well as homeowners' and renters' tax credit applications at senior centers and other sites throughout Baltimore County. Appointments are required at most locations. Call the local site to set up an appointment.
Internal Revenue Service's Taxpayer Assistance Centers
Federal tax return preparation assistance is available if you qualify. Visit a Taxpayer Assistance Center for an appointment. If a same-day appointment is not available, a future appointment will be made within 5 business days.
Live Telephone Assistance for individuals and businesses is available by calling the IRS.
When calling, you may ask questions to help you prepare your tax return, or ask about a notice you have received.
Maryland Volunteer Lawyers Service
Call 410-547-6537, Monday-Thursday, 9 a.m.-1 p.m.
Volunteers assist low-income individuals on matters involving tax disputes with the IRS, tax audits, or back taxes. Not a walk-in service.
Tax-Aide Program

Offers free volunteer-run federal tax assistance from February 1 through the middle of April for low- and middle-income taxpayers, with special attention to those 60 and over. Taxpayer Service Offices: Comptroller of Maryland
Prepares your Maryland income tax return and electronically files it free of charge. To take advantage of this service, bring your completed federal return, all W-2 statements and supporting documents (such as 1099 statements) and a picture Identification with you. No appointment is necessary. Assistance is available Monday - Friday, 8 a m to 5 p m.
Volunteer Income Tax Assistance Program (VITA)

Offers free tax help for low to moderate-income (generally $49,000 and below) people who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations prepare basic tax returns in communities across the country. VITA sites are generally located at community and neighborhood centers, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing. Homeowners' and Renters' Tax Credits
Information and application forms to help low-income homeowners and renters to limit the amount that they must pay in property taxes. Maryland State Department of Assessments and Taxation (SDAT)
Property tax bills are issued in July/August of each year by the 24 counties (including Baltimore City) and the 155 incorporated municipalities (cities) in Maryland. The amount of the tax bill is determined by two factors: (1) the assessment; (2) the property tax rate. Assessments are based on the fair market value of the property and are issued by the Department of Assessments and Taxation, an agency of State government. Property tax rates are set by each unit of government - the State, counties, and cities.
